UN and Red Cross call for international rules on autonomous weapons systems

The United Nations and the International Committee of the Red Cross have called for countries to adopt bans and restrictions on the use of autonomous weapons systems, often referred to as 'killer robots'. They warned that the risks associated with these weapons have intensified, although they did not call for a blanket ban.

The organizations noted that the rapid development of weapons technology has strained existing international rules and widened the gap between technological advancements and regulatory constraints. They emphasized that autonomous weapons systems are not a distant future but are already being developed.

Negotiators are scheduled to meet in Geneva in November to discuss ways to strengthen the existing Convention on Conventional Weapons. The UN and ICRC stated that this conference presents a significant opportunity to move towards binding legal rules on the use of autonomous systems.

This renewed push for regulation comes as drones and other technologies are being utilized in various conflicts, including the ongoing war in Ukraine, where ground robotic vehicles have been primarily used for logistical support rather than combat.

The organizations concluded that scientists and engineers involved in developing these systems have themselves raised concerns, urging states to take action rather than remain passive.
